The reason being the territory may be in control of a hostile enemy who will wage war with them. It should be noted that an army cannot pass through a territory that it does not control. Most imperial armies can navigate three areas in one season where it will then join any campaign that takes place. In effect, a military can escape at the beginning of the season before the campaigns.
